REGRESSION: ${webapp} variable in output paths for Web Forms is being double evaluated

      Description

      Steps to reproduce:
      1. upload an XSD as a new Web Form
      2. configure the output path as: /${webapp}/content/${name}.xml
      3. use the Web Form to create some content

      Expected result:

      • the content is created in the /content folder of the ROOT webapp of the Web Project

      Actual result:

      • the content is created in the /ROOT/content folder of the ROOT webapp of the Web Project -> this tends to suggest that ${webapp} is resolving to ROOT/ROOT when the output path expression is evaluated

      The naive workaround (leaving ${webapp} out of the output path expression doesn't work correctly - that prevents the content from appearing in the ROOT webapp of the Web Project altogether (it appears in a folder called "content" that is a peer of the ROOT webapp folder).

      The net effect is that it is now impossible to use an output path expression to specify the precise location of the content in the Web Project (hence why this issue is being raised as a blocker issue).
