Server fails to start when unsecured-public-services-security-context.xml.sample is activated

      Description

      It appears that the version included in 3.1.1 is the same as the one in 2.2.2. I'm attaching a new version that I created from the public-services-security-context.xml file in 3.1.1. This version worked for me on 3.1.1.

        This is also an issue for 3.2 Community. The attached file works for 3.2 Community.
