Folder zip download unavailable for Japanese Windows Client in some cases

      Description

      Step to reproduce
      1. Create folder "test"
      2. Upload MBCS names' file (I attached sample txt file) into test folder
      3. "Download as Zip" test folder using Windows client ( and confirm test.zip is downloaded)
      4. Open test.zip
      Problem : MBCS file name is garbled in Windows because CharacterSet of file names is Shift_JIS in Windows. So in Mac OS, not garbled.
