      Order of Surf Deployed Modules is random once a persisted module list is present and a new module added later.

      In the CMM project we are using persisted Surf extension modules. This is fine, until a developer adds say a newer version of Aikau to the deployed system. The module will be added to the list, see http://localhost:8081/share/page/modules/deploy
      and will correctly appear at the bottom of the list. However, if you then do something that persists that list e.g. Activate and De-activate a model in CMM, then the Deployed Module order is effectively randomised and it is possible that Aikau lib versions will be in the wrong order. For instance for me Aikau 1.0.8.2 appears below Aikau 1.0.12 which is wrong.
