Cannot override default workflow messages anymore

      Description

      Summary
      One cannot override the default workflow-messages_xx.properties via the extension directory anymore, for example in order to change the default workflow titles.

      Steps to replicate
      1. Install vanilla Alfresco v5.1.0 on Ubuntu by using the installer.
      2. Download and extract the attached "bootstrap.zip" file
      3. Copy all contained workflow* files to {ALFRESCO_HOME}/tomcat/shared/classes/alfresco/extension/bootstrap
      4. Boot the Alfresco instance
      5. Change your browser locale to German
      6. From the Share dashboard and the "My Tasks" resp. "Meine Aufgaben" dashlet click on "Start workflow" resp. "Workflow starten"
      7. Click on the "Workflow" dropdown to display all available workflows
      8. Inspect the workflow titles in the dropdown

      Current behaviour
      The dropdown displays the default OOTB workflow title label "Neue Aufgabe" as defined in workflow-messages_de.properties (part of alfresco-repository-*.jar since v5.x)

      Expected behaviour
      The dropdown should display the custom workflow title label "New Task 51 de" as defined in workflow-messages_de.properties under tomcat/shared/classes/alfresco/extension/bootstrap/

      Additional Note

      • Please find attached screencast video recordings.
      • Reporting customer (reported for Alfresco 5.1.0.5) stated that his custom workflow title label/workflow-messages_xx.properties will ONLY be picked up correctly when end user is using exactly the same browser locale as the Alfresco server locale.
      • I reproduced the issue on different Alfresco versions. Seems the last version where this worked was Alfresco 5.0.0.0, whereas this approach fails since Alfresco 5.0.1
