Ability to toggle email notification to public moderated site managers when a user requests to join

      Description

      Summary

      On request to join a moderated public site, the request is visible on the dashboard in the 'My Tasks' dashlet or in the 'Tasks > My Tasks > Active" list for the site managers.
      No email notification is sent to the site managers.

      Improvement request is to be able to toggle on/off an email notification to site managers when a 'Request to Join' is done on 'moderated public' site.
      Optionally with the ability to approve membership via email link.

      Business Case

      If the site manager does not have the dashlet on their landing page or does not actively look at their active tasks, this may delay the addition of a user to a public moderated site.
      Not all site managers actively check the workflow tasks they have active.
