CLONE - 4.2.3 CleanAlfPropTables deleting more than it should

After a run of the PropTablesCleanupJob , errors start being thrown in the log

 No property value exists for ID 277466

After a shutdown, Alfresco does not restart, with the above errors continuously thrown.

DB investigation shows :

 select * from alf_prop_link where root_prop_id = 277466;
Empty set (0.00 sec)
