Rules not working in RM after upgrade to Alfresco 5.2

scenario 1:
Steps to reproduce:

• create the RM site
• add a rule to unfiled container to set the title property on the new nodes
• create an unfiled record folder in the unfiled category

Expected behavior:

• folder should be created and title updated

Actual behavior:

• access denied exception is thrown

scenario 2
Steps to reproduce:

• create the RM site
• add a rule to Repository to link the new files to a category
• create a record (not record folder or category) in RM

Expected behavior:

• file should be created and linked to a category

Actual behavior:

• access denied exception is thrown

The problem does not occur on a collaboration site or with RM specific rules
