Electronic Records added into unfiled records don't get the record identifier into the name

Steps to reproduce:
Go to Unfiled Record container and add an electronic record.

Actual Result
The record is added but doesn't have in the name the record identifier

Expected result:
The record is added and has in the name the record identifier

Consequences:
If in the Unfiled Record container has a rule to file the record into a specific location if a file is added twice, the second record will not get filed

Note:
With the branch release/V2.4.0.x the issue is not reproducing.
If the record is added into File Plan the record name contains record identifier
