[Role Info] Include the role information on manage permissions page

As a share user I need to know what permissions are for the various OOTB roles so that I can decide which one to use when setting permissions.

Note: Include the role info icon and associated tool tip on the Manage Permissions page
As this is purely informational, I don't thing this needs manual testing, not don't think automated is necessary.
