Considering a drag and drop upload cannot be perfomed on a mobile device the image displayed currrently in an empty folder should be reconsidered at a minimum for mobile devices.

Since there is no clear design spec on this, what we do now as a fix is to hide the meaningless texts (Drag and drop to upload files) when screen max-width is less than the medium breakpoint (959px).

For sizes smaller than 960px the drag and drop text does not display
This is indeed true, for all the display sizes between 960px and above

A note must be added.
For sizes between 960px and 1280px the demoshell uses mobile layout. These screen sizes may be also due to browser window resize. As I see, there is a lack of specifications for this particular page widths, because we cannot discriminate between large screen mobile devices and a resized browser window using only css
