Steps to reproduce:
1. Create "Test1" and "Test2" folders;
2. Open "Test1" folder and create a rule which Transforms All Items into JPG format and copies them to "Test2" folder;
3. Try to add file with .doc format to "Test1" folder -> Error message appears(see screenshot):

I've not yet reproduced this issue.
Using the quick.doc document in our test-resources I can successfully transform from doc to jpeg as described. This was done on the (new) v32 branch with a full path to OOo in my repository.properties:
ooo.exe=/Applications/OpenOffice.org.app/Contents/MacOS/soffice

If the submitter has an example of the problem word document, could they attach it to this issue?

I believe this is not a bug.

If the rule is created as a "Transform and Copy Image" rule (as indicated in the issue summary) then you cannot transform non-image content. So with such a rule in place, you can upload pngs, but not pdfs or word documents. For non-image content, the transformation fails which prevents the upload.

If however, a rule is created as "Transform and Copy Content" with an output MIME type of JPEG, then you can upload image and non-image content and still get a JPEG transformation in testFolder2.

I've confirmed all this works as expected on HEAD (3.3) for PNG, PDF and DOC content.

I think the rule name "Transform and Copy Image" is a bit confusing. The 'image' here refers to the MIME type of the content you upload - not the MIME type of the transformation you're copying.
